Program Manager

Position Summary:
The Program Manager is responsible for the overall operation of assigned residential site(s).  The Program Manager is responsible for the provision of appropriate programs and services for assigned clients.  S/He will coordinate the development and monitor the implementation of Individual Support Plans as determined by Individual Support Plan Teams in accordance with the philosophies of person-centered-planning, community integration and least-restrictive environment.

The Program Manager is responsible for the efficient management of all resources assigned to the site(s). The Program Manager is responsible for administrative duties that support services for the agency’s clients.


QUALIFICATIONS

  • Bachelor’s degree in Special Education, Social Work, Psychology or related field;
  • AND
  • One or more years experience in a residential setting serving people with disabilities, preferably people with developmental disabilities; or
  • equivalent combination of education and experience.
  • Proven abilities in:
    • Providing effective programs for people with developmental disabilities
    • Accepting responsibility and acting professionally in performing the duties of the position
    • Being people-oriented, open-minded, flexible and self-motivated
  • Must have a valid Oregon driver’s license and be insurable by the agency’s liability insurance carrier.
  • Must maintain all relevant certification and training requirements.

DUTIES

  • The Program Manager is expected to spend on average at least 40% of his / her working time at the assigned program(s) and / or with the assigned clients involved in client care.
  • During office hours, the manager must inform the office about his / her whereabouts at all times and follow agency procedures regarding signing in and signing out.
  • The Program Manager is expected to work a direct care shift in the even a direct care staff is unavailable to work.
  • The Program Manager is expected to participate in the on-call rotations and 24-hour Administrative coverage system.

CLIENT PROGRAM MANAGEMENT

  • Ensure the quality of life for clients served in an assigned program.
  • Coordinate the development of Individual Support Plans (ISP) that address all domains of the client lives with the involvement of staff and participation of the client, and the other members of the Individual Support Team.  Ensure that the process is in compliance with County contracts and Oregon Administrative Rules.
  • Ensure that meetings of the ISP Team are convened and conducted in a timely manner, as necessary and in coordination with the case manager.
  • Monitor and assure that the ISP is carried out.  Make any changes to the ISP as needed and ensure that the changes are made on the appropriate forms and all other ISP Team members are informed of the changes.
  • Ensure that all staff serving the clients are fully trained to the ISP.  Record regularly each client’s progress toward goals and objectives outlined in the ISP.
  • Participate in the development and monitor the implementation of behavior support plans.  Ensure that all staff serving the client are fully trained in the BSP’s and use the plan at all times.
  • Ensure that a Health Care Representative is appointed for clients who have requested one or whose guardian or ISP Team has requested one (OAR 309-049-1500 to 1601)
  • Serve as primary liaison to County Case Managers
  • Review Incident / Accident and Seizure reports relating to the program(s) managed, make any appropriate recommendations and monitor the situation to its successful resolution.
  • Utilize behavior techniques that encourage self-esteem, skill acquisition and independence and discourage inappropriate or non-functional behaviors of clients that are least restrictive.
  • Assure maintenance of each client’s confidential file as required by agency policy and the Oregon Administrative Rules.
  • Familiarize self with program and services available in the community and assist clients in accessing services.
  • Ensure that clients obtain and maintain services and or benefits (SSI, Medicaid, etc)
  • Closely monitor each client’s medical conditions and medications to ensure health and safety.  Ensure that clients receive appropriate medical services as are available to the community and per the OARs. Ensure that client medical records and files are kept current.
  • Ensure that communication with parents/families/friends of clients is maintained.
  • Ensure that client training programs and environments encourage clients to understand and exercise their rights and responsibilities as clients.

STAFF MANAGEMENT

  • Train, discipline and terminate staff under your supervision.  Be involved in the staff hiring process, including staff recruitment and interviews as needed.
  • Ensure that all disciplinary actions are fully and appropriately documented; be responsible for the implementation of all disciplinary actions regarding the staff you supervise.
  • Ensure that all staff members maintain necessary credentials and are in compliance with training requirements.  Ensure that staff receive Core Competency Training.
  • Provide initial and on-going regular training to direct care staff, especially program specific training and Core Competency training.
  • Ensure that staff are fully trained in all rules and policies so the program(s) managed meet the compliance standards of the Oregon Administrative Rules.
  • Give staff regular feedback on their performance and tailor training to fit the needs of your staff and to address performance issues.  Conduct formal performance evaluations as determined by the Union contract and the Personnel Handbook.
  • Follow all applicable laws, including the guidelines of the Department of Labor and all policies in the Union Contract and the agency’s Personnel Handbook as they relate to staff working conditions.
  • Conduct regular staff meetings and fully utilize the scheduled time for agency purposes.
  • Develop staffing schedules to ensure adequate supervision and staffing at all times.

 

  • Review and approve time sheets for employees under your supervision in a timely manner.

ADMINISTRATIVE RESPONSIBILITIES

  • Familiarize yourself and comply with all administrative rules (OARs), agency policies and procedure, especially the Union contract, the Personnel Handbook and the 24-hour Rule.
  • Ensure that the program(s) you manage meet the compliance standards of the OAR’s and pass licensing reviews.  Implement all necessary corrections following a Plan of Correction.
  • Review Incident / Accident reports.  Make recommendations and address arising concerns with your supervisor and / or the Executive Director.
  • Complete all program and administrative reports and submit in a timely manner.
  • Report suspected client rights violations or suspected client neglect, abuse or exploitation immediately and complete and submit reports per agency policy.
  • Report any injury that you sustain, while on the job, to your supervisor immediately and complete necessary reports. Ensure that your staff also follow all agency policies and procedures regarding the reporting of injuries sustained on the job.
  • Maintain the confidentiality of all client information, oral or written, unless authorized to release information in accordance with applicable laws and policies.
  • Attend meetings and trainings as requested.
  • Perform other duties as requested.

 

FINANCIAL MANAGEMENT

  • Maintain household financial records
  • Closely monitor the handling and record-keeping of client’s personal monies and property.

RESIDENTIAL SITE MANAGEMENT

  • Ensure maintenance of the cleanliness and safety of the environments for which you are responsible.  Report maintenance needs to the Facilities Coordinator and follow up to see that work is performed correctly and satisfactorily.
  • Ensure that all agency resources, including personnel, vehicles, water and electricity are used conscientiously and carefully to ensure the best possible use of these scare resources.
